◎ The International Lounge is a public space open to all visitors and patrons. Please use our facility in a manner that would not inconvenience others.
◎Please refrain from using sound-emitting devices and use headphones to avoid disturbing others.
◎ Visitors are welcome to browse books, magazines, DVDs, and more. Please handle all materials carefully and avoid damaging or defacing them. For information on using the Bulletin Board and borrowing items, DVDs, etc. see below.
◎ Smoking is prohibited throughout the whole center.
◎ Unauthorized sales, photography, videography, and sound recording are prohibited throughout the center. These activities are only allowed during special events and with prior approval.
◎Please leave the premises by 19:30 after ensuring that you have not left anything behind.

Various Services
To use the services provided at the center, you must first obtain a “User Card” from the Information Counter.
Applying for a User Card
- Registration is free of charge. When registering please bring proof of identification (i.e.driver’s license, Alien Registration Card, passport, student card, etc.) with you to the Information Counter.
- To be eligible for registration, applicants must either :
- Reside in Asahikawa or a municipality adjoining Asahikawa
2. Go to school, college, etc. in Asahikawa,
3. Work in Asahikawa,
4. Or staying in Asahikawa for an extended period of time.
・The User Card can only be used by the registrant.
・In case of lost User Card or change of name or address, please contact the center.
Accessing the Wi-Fi
- This center provides FREE Wi-Fi for visitors to use.
※Please input the information displayed in the center and use responsibly. - Please be aware that our staff may not be able to assist in inputing the information for the FREE Wi-Fi nor answer inquiries about device operations.
- The center is not responsible for any issues or troubles incurred from accessing the Wi-Fi.
Borrowing Printed Materials and DVD’s
This section includes books on international exchange, cross-cultural understanding, multiculturalism, language study, Japanese culture, as well as DVDs, foreign newspapers, and publications from local organizations related to exchange and cooperation.
- To borrow printed materials and DVDs, please bring your User Card and take the items you intend to borrow to the Information Counter.
- Please be aware that the center’s collection includes material for internal use only that cannot be borrowed.
- Up to 2 books and 2 DVDs can be borrowed at a time.
- The borrowing period is 2 weeks, so please return the borrowed items within that time .
- The number of items borrowed cannot exceed the limit quoted above. Additional items can only be borrowed once the previously borrowed items have been returned.
- Contact the center in case of loss or damage to any borrowed items.
Returning Items
- Return all borrowed items to the Information Counter during operating hours. Items cannot be returned outside of operating hours.
Using the Bulletin Board
- To post on the Bulletin Board, please use the designated Notice Slips available at the Information Counter. Posting personal notices or anything other than the designated slips is prohibited. If you wish to post on the Bulletin Board, please bring your User Card and ask permission to post from the Information Counter.
- Once the contents of the post has been verified, approved, and stamped with the date, you may post your notice on the Bulletin Board. You may post the slip yourself, but please make sure that it does not cover or block other postings.
- Generally, only one Notice Slip per message (more than one Notice Slips can be posted if the content is different).
- The period a notice stays posted on the Bulletin Board is generally 3 months.
Once the posting period ends, the Notice Slip will be kept at the Information Counter. If you wish to repost your notice or extend its posting period, please inform the Information Counter. - In case the Bulletin Board becomes full, the oldest postings will be removed first.

<Blue> Looking for language teachers/instructors, and information on language courses.
<Pink> Offering paid language lessons (only for those with a valid working visa).
<Green> Offering free language lessons.
<Yellow> Looking for employment (only for those with a valid working visa).
<White> Other (e.g, looking for language partners, garage sales, group participants, party invitations, or other wanted notices).
*PLEASE NOTE: For paid lessons, garage sales, and other notices involving monetary transactions; any issues that arise (refunds, exchange of goods, etc,) are the responsibility of the individuals involved. The Asahikawa International Center is not liable for any problems/disputes that may arise from any of the posted notices.

Information Counter
"We provide information and consultation services to foreign visitors and international residents regarding tourism, shopping, events, procedures at city offices, and general daily life. Volunteer-guided tours are also available if necessary.
For Japanese visitors, we offer information on overseas affairs, language, and international exchange and cooperation.

Lounge Area
The center provides a spacious multi-purpose area where visitors can casually gather, meet international students and residents, mingle, exchange information, hold small meetings. etc. For additional information regarding renting out the Lounge Area, please contact the information below.

Here you will find a wide variety of pamphlets, magazines, and other publications that provide information on events, advertisements, activities, and life guides by organizations, associations, and groups within Asahikawa and Hokkaido.

(A) Eligible Organizations
(I) Organizations with offices on the 7th floor of the Feeeal Asahikawa Building (International Center, International Exchange Group, Consumer Lifestyle Center, Asahikawa Well-Being Consortium, Marriage Counseling Center, Senior University, Northern Hokkaido Comprehensive Counseling Support Center) as well as international activity-related organizations registered with the Asahikawa International Center.
(II) Organizations affiliated with (I) or organizations whose use is approved by one of the above groups or organizations affiliated with public halls or lifelong learning activities.
(III) City of Asahikawa, national or local public organizations
(IV) Groups affiliated with or public organizations supported by (III) (excluding third-party vendors/contractors ).

If the application is to be directly submitted by an organization relating to public halls or lifelong learning activities, please include a copy of the official certificate of registration issued by Asahikawa City. :
(D) Dates of Application Period
※Group (I) from Above Passage 4(A)(I): 1 year prior to the day of use
※Group (II) from Above Passage 4(A)(II): 3 months prior to the day of use
※Group (III) from Above Passage 4(A)(III): 2 months prior to the day of use
(E) Continuous Use
The same exhibition space can be used for as long as 7 consecutive days. For those seeking to continuously use the exhibition space, please apply for the entire period spanning the days from the exhibition starting and ending date. . - Events Not Suitable for Use
* Events intended for commercial purposes
* Events resembling religious or political activities
* Events that disturb public order or are of an antisocial nature
* Events which cause a disturbance to the surrounding area, such as loud noises, bad odors or stains. - Notice to Users Renting the Space
* Managing the space during use as well as returning it to its original state after use is the responsibility of the user,
* Organizations that fall under (I) looking to use the space must meet with the staff from the International Center in advance to review the terms of use.

The International Center provides the use of two common meeting rooms for meetings, gatherings, and workshops designed to further international exchange and cooperation within the city.
